The implementation of the excise policy for 2021–2022 by the Delhi government, which was later abandoned, witnessed a lawsuit for suspected money laundering and corruption. The Enforcement Directorate claims that AAP politicians were paid ₹100 crore in bribes under the policy. Arvind Kejriwal, the Chief Minister of Delhi been mentioned in the numerous charges sheets the ED has filed. According to the CBI, the accused Tewari coordinated the drafting of the policy with the CM. Given all above mentioned, two other AAP leaders, Manish Sisodia and Sanjay Singh, are already in judicial custody. Since November 2 of last year, Kejriwal has ignored eight summons sent to him by the federal agency whom he believes is conducting such activities “illegal and politically prompted”

The ED has charged Arvind Kejriwal and deputy Manish Sisodia, and K Kavitha, who was arrested last week, with a conspiracy in the Delhi excise policy. A South Group, led by businessman Sarath Reddy and two politicians, Magunta Srinivasulu Reddy and K Kavitha, were designated nine out of 32 zones in Delhi under the new excise policy 2021-22. When the policy was first rolled out, it had a 12 percent profit margin for wholesalers and nearly 185 percent profit margin for retailers. As per the strategy, AAP leaders received a 6% kickback from the wholesalers in the 12 percent margin.

As published by The Indian Express report of September 2022, a review of the court’s records, agency’s statements, and reports of politicians being booked, arrested, raided, or questioned by the ED shows that after its coming to power in 2014, the Bharatiya Janata Party headed by Narendra Modi has increased ED cases against politicians by about fourfold compared to the previous UPA regime.
